The 2013 UNODC guidebook Good practices in esuring compliance with article 9 of the UN Convention against Corruption (pdf) analyses the flow of the entire public procurement cycle (divided into the pre-tender, tender and post-tender stages), and maps important corruption risks. It identifies examples of responses to these risks of corruption. It covers remedy systems in public procurement, as well as further corruption-prevention strategies, such as electronic procurement. It provides a good oversight of the challenges of public procurement, but less on broader public finance management.
