Iossa, E. and Martimort, D. (2011)
In this article, the authors explain that corruption in public private partnership projects is relevant in all the three stages of the project: decision stage, tender stage and contract execution. They further discuss anti-corruption policies. At the decision stage, the goods and services to be purchased or the investment to be made should be socially and economically justified to meet an assessed need. At the tendering stage, the use of competitive tendering should apply as well as transparency and adequate advertising of tender calls and sufficient time to prepare bids. At the contract execution stage, the use of compulsory standardised contracts should apply.
