In this Practice Insight, the author discusses post-war corruption challenges based on the reconstruction effort and return of refugees in Bosnia and Herzegovina. The paper describes the dilemmas implementing NGOs were facing when confronted with corruption on the ground – dilemmas that are similar to other post-conflict contexts. The paper concludes with a number of recommendations on how donors and NGOs can mitigate the risks of corruption in the implementation of post-war reconstruction efforts.
